经国家科技部批准，由国家科技图书文献中心（NSTL）代表我国正式参加了国际“高能物理开放出版计划”（SCOAP3）。自2014年1月1日起，共有10种高能物理期刊可以免费开放获取(OA)。具体电子期刊简介及访问地址详见：图书馆主页OA资源中的《SCOAP3开放出版期刊》。
SCOAP3第一期计划为2014-2016年3年。2014年1月1日起，上述期刊相应论文出版时通过出版社网站立即并永远开放获取，论文按照创作共用署名许可（CC-BY4）方式允许广泛的再利用。
此外，作者向SCOAP3开放出版期刊投稿发表关于高能物理的论文，不需要向出版社支付任何费用。相应期刊开放出版的费用由参加SCOAP3计划的各国和地区高能物理资助机构和研究机构联合出资支付。我国参加SCOAP3应支付的开放出版费用由NSTL全额承担。
