President Ye Meilan of Nanjing University of Posts and Telecommunications Visits the Development Cooperation of the Universal Postal Union

  On January 15, 2026, Professor Ye Meilan, President of Nanjing University of Posts and Telecommunications (NJUPT), led a delegation to visit the Development Cooperation of the Universal Postal Union (UPU) in Bern, Switzerland. The delegation held a working meeting with Mr. Hashim Elhaj, Interim Director of Development Cooperation, and other senior officials. The two sides engaged in in-depth discussions on academic research, talent development, and capacity building in the fields of postal services and information and communication technologies. Representatives from the Office of External Relations, the International Cooperation and Exchange Department, and the School of Communications and Information Engineering of NJUPT accompanied the visit and participated in the meeting.

  During the meeting, President Ye Meilan provided a comprehensive overview of NJUPT’s history and distinctive strengths, with particular emphasis on the University’s research foundations and recent progress in postal history studies, the evolution of communication technologies, and related interdisciplinary fields. She noted that, as one of China’s leading universities in the fields of postal services and information and communication technologies, NJUPT has long been committed to high-level disciplinary development and the cultivation of professional talent. She expressed the University’s willingness to pursue joint research and academic collaboration with the UPU in areas such as postal history research, communication technology development, and international standard-setting, with a view to jointly advancing the global postal and communications sector.

  Representatives from the Development Cooperation of UPU introduced the overall strategy for strengthening the capacity of member countries in postal and ICT governance, and highlighted the structure and operation of its development cooperation programmes, regional training networks, and training resources such as the TRAINPOST online learning platform. They spoke highly of NJUPT’s academic strengths and talent resources in relevant fields.

  Both sides agreed that the meeting laid a solid foundation for further cooperation and reached several positive consensuses. It was agreed that a Memorandum of Understanding (MOU) would be signed at an early stage to define the framework for cooperation in areas including joint research on postal history and the development of training courses. In addition, NJUPT will actively promote internship and practical training opportunities for its faculty and students at the UPU, so as to strengthen substantive engagement with international organizations and further consolidate and expand bilateral cooperation. Looking ahead, both sides will maintain close communication and explore practical pathways for cooperation in joint research, talent development, academic exchange, and youth capacity building, working together to support the sustainable development of the global postal and information and communication sectors.
